Plate tectonics as we know are below the crust. They could also be found under the surface of the inner core. The inner core is not made of what we think. Part of it is the same rock material as are crust. That's why there can be life living on it because the inner earth is similar to the outside earth we live on. Because there are plates in the inner earth, there are also earthquakes, volcanoes and mountains formed.
